xDavid M. Felice
President

In 1982, Mr. Felice began his career as a real estate attorney practicing in the areas of construction and real estate law. In 1988, he entered the production home building industry with Zaring National Corporation, a multi-state merchant builder/developer that was based in Cincinnati, Ohio. As Zaring’s Vice President of Planning, Felice focused his talents on market analysis, site acquisition, project planning, entitlement procurement, community development and community operations.

After relocating to Florida in 1992, Felice joined Scarborough Corporation, a subsidiary of housing giant Weyerhaeuser Real Estate Company. In his capacity as Vice President, Felice directed the development and operation of the company’s most highly regulated real estate projects.

Mr. Felice joined Blair Communities as its Vice President of Acquisitions in 2000 and was appointed President in September of 2004. Blair Communities (an affiliate of Sembler Investments, Inc.), is a merchant home builder and developer of active adult lifestyle communities. During his tenure, the company was active in six Florida communities.

In June of 2008, Felice and formed Terra Management Services, Inc. Drawing on his extensive career experience, Terra has been established as a provider of high quality development management, consulting and community management services. Felice then stepped down as President of Blair Communities in September, 2008.

Mr. Felice’s notable projects include “Rocky Point Harbor”, a highly visible Development of Regional Impact located on the shores of Old Tampa Bay; “Silverthorn”, an upscale, 800 unit, 600 acre, country club community located in Hernando County, Florida; and “Arlington Ridge”, an active adult community approved for 1196 units on 500 acres and boasting a town center with over 33,000 square feet of amenities under roof. Arlington Ridge is located in Leesburg, Florida, and has received recognition from the Southeast Building Conference and the National Association of Home Builders. Both Silverthorn and Arlington Ridge are Florida Community Development Districts which utilized public bond financing in the construction of community improvements. Arlington Ridge continues to be managed by Terra.

A graduate of Kent State University (BBA-Cum Laude-Marketing/Accounting), the University of Cincinnati (MBA-Marketing) and the University of Akron School of Law (JD), Felice currently retains an active status as a member of the Florida Bar and practices through the Terra Law Firm, P.A., of which he is a principal. He is a member several trade organizations and is also a Florida Certified Building Contractor (CBC 1255715).

xAlan L. Taylor
Vice President

In 1980, Mr. Taylor joined Scarborough Constructors a subsidiary of Weyerhaeuser Real Estate Company as a Project Manager and ultimately Senior Project Manager. In this capacity he managed the construction of both private and public sector projects, including many of the largest residential projects in the Tampa Bay area. In 1993 Taylor accepted a position with the land division of Scarborough Constructors (Scarborough Corporation) as Vice President of Development. Responsibilities included the planning, permitting and construction of residential communities utilizing traditional and CDD funding for infrastructure improvements.

In 1999 Taylor accepted a position with ERS Constructors a division of TIC- The Industrial Co. as Vice president of Operations. Taylor managed the operations of this division with annual revenues in excess of $250M, constructing water and wastewater improvements throughout the western US. Projects included the construction of complex heavy civil construction focus on treatment facilities, collection, supply and transmission pipelines and, transportation with contract values in excess of $35M. Under Mr. Taylor’s management the company was the recipient of numerous national awards for Safety (NUCA – Feather Award 2002, 2003, 2004 ABC Platinum 2004) and Performance (FW Dodge – Gold Award for Excellence in Construction, ABC Heavy Civil Project of the year)

Mr. Taylor joined Blair Communities as its Vice president of Development in 2005. Blair Communities (an affiliate of Sembler Investments, Inc.), is a merchant home builder and developer of active adult lifestyle communities. During Mr. Taylor’s tenure, the company was active in six Florida communities including the planning, design and construction of over $40M of improvements for Arlington Ridge (CDD). As a result of Mr. Taylor’s commitment to excellence, projects received awards including the NAHB Silver Award for Active Adult Communities.

A graduate of Gannon University (BS) Business Administration He also maintains memberships in local and national builder and contractor associations.

xStephen P. Newman
Chief Financial Officer

Stephen Paul Newman began his accounting career in 1984 with Industrial Commercial Developments Ltd., one of the largest companies in Jamaica, West Indies. Industrial Commercial Developments owned and operated a variety of businesses, thus affording Stephen exposure to different business models and accounting processes. During his time with Industrial Commercial Developments he continued his education working towards the United Kingdom’s equivalent of a CPA designation. Stephen was promoted several times until achieving the position of Controller. Shortly thereafter, he relocated to Florida. Once in Florida Stephen began to transition into his new work environment and set out to gain experience in a wide array of fields. To his credit he was able to garner valuable experience in the fields of accounting, banking, industry, storage facilities, hotel and restaurant development and management, as well as condominium/homebuilding/land development. He achieved this extensive variety of experience by working with companies such as; Robert W. Osbourne & Company, PA, CPA, FPL Federal Credit Union, Dutra Construction Company, Inc., K.B. Holdings, Inc., Weitzer Communities, Turnberry Ltd., and Blair Communities Inc.

Stephen has been involved with development projects in South Florida, Central Florida, Nevada and Washington D.C. The projects have included Town Homes, Single family Homes, Mid-rise and High-rise condominiums and have included Home Owners Associations, Condominium Associations and Community Development Districts.

Stephen graduated Magna Cum Laude from the University of Tampa with a Bachelor of Science in Accounting and is a Florida licensed Community Association Manager (CAM33377).

xTerry L. Foote
Director of Project Management

Terry Foote’s construction experience began early in life, designing and building his first home at age 15. While working at a grocery store to buy materials, he completed the home in 3 years. This experience prefaced the significant construction and management achievements that followed.

Still early in his career, Terry became an instructor at Lansing Community College in Lansing, Michigan. As a member of the Architectural/Engineering Dept., Terry taught classes in construction methods and materials, cost estimating and blueprint reading.

In 1984, Terry joined the Paragon Group in Tampa, Florida as a Senior Project Manager. During his tenure with Paragon, Terry acted as an in-house and third-party general contractor building high rise commercial office towers, multi-family properties and industrial facilities. At one point, Terry was independently managing development and construction activities for 6 multifamily projects simultaneously, as well as a wastewater treatment facility for Hillsborough County, Florida, with a design capacity of 1 million gallons per day.

In 1994, Terry joined the Wilson Company in Tampa, Florida as Vice President of Design and Construction, where he was responsible for construction of thirty-five apartment communities throughoutthe state as well as the construction of the Steinbrenner Field baseball complex. This high profile project included three playing fields, a precast concrete 10,000 seat stadium and 4 story office building for the New York Yankees baseball team and the Tampa Sports Authority.

Terry left the Wilson Company in 2004 and accepted a position with Taylor Morrison, the fifth largest developer in the world. As Vice President – Land Division, Terry focused on the development, construction and management of luxury beachfront high rise resort communities, golf courses, and over 7,200 single family home sites valued in the billions.

Terry’s other notable projects include: Anchor Inn Restaurant - $500,000 conversion from a grocery store to 10,000 square foot restaurant; Scarborough Constructors (a subsidiary of Weyerhaeuser Real Estate Company) - $6,000,000 executive offices and industrial maintenance/fabrication complex; Demmer Tool and Die – industrial projects to facilitate the design and installation of fabricating machinery and conveyor systems to make, transport and install automotive components; development, design and construction of more than 20,000 multifamily units in six states including apartments, townhomes, resorts, motels and time share properties.
In 2011, Terry joined Terra Management Services, Inc. in Tampa, Florida, as Director-Project Management. With Terra, Terry will continue his career in construction and development utilizing his valuable experience in all facets of land planning, scheduling, budget creation, site development and vertical construction for residential, commercial and industrial developments.
